General Techniques for 2.5 Proposal
This is the first draft. Before each Name field I have put a number so we can easily identify which technique we are talking about in our comments.
Techniques 1-2 can easily be easily linked back to the SC. Techniques 3-5 would need an adjustment to the SC criteria. This has been under discussion on the list. Techniques 6-11 are optional techniques. Some of them may drop off the table after discussion. I have made editor's notes after each of the Opt-In techniques identifying possible problems in their implementation. On the other hand, if well executed, some of these optional techniques may well provide the best accessibility.
